Life is a biological phenomenan that happens in time. Soul is something that lives by that biological phenomenan. When biological life dies, time stops for soul. Soul exists in another dimension that doesn't recognize the consept of time. Developement of the soul has stopped as it's biological host dies.
After all this, it is very difficult to make opinion, if soul is dead or alive, after we die. At least life after death would be very different to what we can understand.
